Cooperation with subcontractors is quite normal in professional cleaning, renovation, new construction and installations. But in Belgium, principal liability applies: if your subcontractor does not follow the rules, you as the principal contractor can also be sanctioned. Here is a practical guide - without technical jargon - to being in order and working in a more organized way.
Dimona (declaration before the first day of work): the electronic notification to the NSSO for all types of workers (permanent, temporary, students and foreign workers). Must be done before the start of work. Late or failure to declare = fines and social security problems.
LIMOSA (foreign workers or self-employed): if your subcontractor sends personnel from abroad to Belgium, there must be a LIMOSA-1 declaration before the first day of work. You, as the main contractor, are obliged to check that this is in order.
Attendance registration (depending on the activity):
:In the event of temporary unemployment (for example, due to bad weather at the worksite), construction workers must use the electronic control card eC3.2A.
Important: eC3.2A does not replace Dimona, LIMOSA or CheckIn@Work/CIAO - it is an additional requirement for temporary unemployment in construction.
Done-it helps you especially with what has the most impact on a daily basis: digital time clock/hour registration and attendance overview for both your own team and subcontractors.
Please note:in the cleaning sector, official CIAO registration is through the government's own platform. Done-it provides operational oversight and centralizes time clocks, but does not replace CIAO.
